Title insurance is regulated in the state of Texas by the Texas Department of
Insurance (TDI) under the authority of the Commissioner of
Insurance, as authorized by Title 11 of the Insurance Code. TLTA
represents the unique interests of the title industry before the Texas
Department of Insurance at periodic rate hearings, rule hearings and
other proceedings. Additionally, TLTA works continuously with TDI and
other state agencies on behalf of its membership to address issues that
may affect the industry and/or consumers.
Title 11 of the Insurance Code and the
corresponding regulations that govern the Texas Title Insurance Industry
can be found in The Texas Title Insurance Basic Manual.
In addition, the state legislature routinely considers legislation that
could affect the title business. Through its advocacy team, TLTA carries
out a comprehensive program of legislative representation for the title
insurance industry, including developing and supporting proactive
legislation as well as monitoring and analyzing all bills that might
adversely affect the industry and working to amend or defeat those
proposals.
