Dear TLTA Member:

As part of our continued commitment to keep you informed, I wanted to update you on the latest developments regarding proposed revisions to Procedural Rule P-24. This issue continues to be of great interest and concern to industry members, and consequently, TLTA continues to be focused on studying it and working on a resolution.

We reported to you in January that the TLTA Board had voted to support the proposed revised rule recommended by the TLTA P-24 Task Force. The P-24 Task Force was appointed in the Spring of 2002 in response to a request by the Commissioner of Insurance for the industry to study the issue and reach a consensus on proposed revisions to the current rule. The task force worked diligently for over nine months before making their recommendation to the Board. Following the Board vote, TLTA submitted the approved proposal to the Texas Department of Insurance (TDI) for their consideration. To date, a hearing has not been scheduled regarding this matter and the current P-24 Rule remains in effect. Any change to the existing rule must first be adopted by the Commissioner of Insurance after consideration of public comment.

Since submitting our proposal to TDI, concerns and objections to the proposal have been expressed by a group of independent agents and a law firm located in the Dallas/Fort Worth area. After meeting with the TLTA leadership to voice their concerns, the group submitted to TDI a proposed amendment to our proposal. Click here to view a copy of the P-24 alternate version.

We need your input on this matter. I ask you to please review this proposed amendment to the TLTA proposal and provide us with your written comments no later than May 15. After receiving your comments, the TLTA Board of Directors will meet to discuss these proposed amendments. Your valuable input will be very helpful to your leadership as they continue to work on this important issue. We will continue to keep you informed and notify you once a Board meeting is scheduled to consider this matter.
