TDI Publishes 2024 Agent Experience Report

The Texas Department of Insurance published 2024 statistical data for title agents.

Texas Insurance Code §2703.153 requires each title insurance company and title insurance agent engaged in the business of title insurance in Texas to annually submit business data to TDI. TDI uses this data to set title insurance premium rates.

TLTA Legislative Committee Chair Testifies on Deed Fraud, and Other Special Session Updates

The 89th Texas Legislature's 1st Special Session ends in less than two weeks on Aug. 19. But no bills have been passed yet, and a quorum break in the Texas House related to congressional redistricting may eliminate any possibility of legislation being passed before the special session clock expires. Without a quorum the Texas House cannot operate. And, without House approval, no bills can become law. Learn more about congressional redistricting and the quorum break here.

Deed Fraud and property taxes are among the issues on this special session call, and TLTA's advocacy team is working closely with legislative leadership and lawmakers to ensure our industry's perspective and priorities are reflected in any legislation on these subjects. While the Texas Senate and some House committees continue to meet, nothing will move until the fight over congressional redistricting is resolved.

TLTA Legislative Chair Rodney Anderson Testifies on Senate Bill 15

Among the issues on the special session agenda is a deed fraud bill supported by the county clerks association that was passed by lawmakers during the 89th Regular Session but ultimately vetoed by Gov. Abbott.

TLTA's advocacy team worked with legislators and the clerks to improve that bill prior to passage, and we continue that work during the special session with its new iteration - Senate Bill 15.

SB 15 was heard in the Senate's Business and Commerce Committee last week, and TLTA Legislative Committee Chair Rodney Anderson testified in support of the revised bill. Watch Rodney's testimony by clicking the image below:

Special Session Background

Following the recently completed regular legislative session, Gov. Abbott called lawmakers back for a special session that began Monday, July 21. Deed Fraud, property tax reduction, and 16 other issues are on the formal call issued by Gov. Abbott. During a special session, legislators can only pass bills related to issues on the governor's special session proclamation. Gov. Abbott has the authority to expand the call at any time.

TDI Proposes Annual Set Due Dates for Statistical Data Submissions by Agents and Underwriters and Final Publication of Compilation by TDI

The Texas Department of Insurance has proposed new 28 TAC §9.402, Annual Submission of Title Insurance Statistical Reports. The new rule establishes annual due dates for title insurance agents and underwriters to report their experience data and for TDI to publish its annual compilation reports.

Proposed Due Dates for Experience Data Submissions
Agents: March 1
Underwriters: April 1

Proposed Required Date for TDI to Publish Compiled Statistical Data Report
Agent Report: July 1
Underwriter Report: August 1

ICYMI: TLTA Organizes Special Program for Law Enforcers Combating Fraud in Real Estate and Title Transfers

Earlier this year, Austin-area law enforcement officers seeking to expand their understanding of real estate fraud contacted TLTA with a request to learn more about our industry's work. 

TLTA responded by organizing a special educational program that was held July 16 at Independence Title in Austin. In attendance were law enforcers from the city, county and federal levels. A big thank you to the team at Independence Title, who graciously hosted this unique event and presented a comprehensive program that covered the flow of the title insurance process, the fraud schemes we see and ways in which the industry is working to identify and prevent those fraudulent activities.
