What does this rule establish?
TDI announced the following ongoing schedule for annual submission, issuance, and publication of title insurance statistical data:
Due Dates for Industry to Submit Data
- May 1 — Agents
- June 1 — Underwriters
Dates TDI Will Publish Forms & Instructions (Two Months Prior)
- March 1 — Agents
- April 1 — Underwriters
Due Dates for TDI to Compile & Publish Annual Data
- October 1 — Agents
- November 1 — Underwriters.
Historical Information
On July 30, 2025, the Texas Department of Insurance published a proposal establishing a structured annual schedule for the submission and publication of title insurance statistical data reports. The proposal included set deadlines for agents and underwriters and described when TDI would issue instructions and publish completed reports.
Following the proposal’s publication and public comment period, including comments provided at the public hearing on October 7, 2025, TDI issued a final adoption order on December 11, 2025, with an effective date of December 31, 2025.
This new schedule reflects feedback submitted by TLTA and industry stakeholders, who emphasized the need for greater certainty and consistency.
